BMS for Li-ion cells

Hi guys,
 I wanted to make BMS for my Li-ion battery pack. What I have researched is that BMS basically involves 3 process
1. monitoring
2.protection
3.Balancing.

I want to know whether all the three can be done by single TI'ic . I want to know whether which balancing is better active or passive? I'm planning to use Ti76930 ic.(http://www.ti.com/product/Bq76930) . IC provides passive balancing , is it ok or should I go for active balancing. Enlighten more about BMS.
