What makes an o'scope probe has higher bandwidth than another? or more generally what makes up a circuit bandwidth? materials? filters? and where does the higher cost for higher bandwidth go?

Oscilloscope probe BW is governed primarily by the parasitic capacitance at the probe tip. You may want to review this video on 10x probes:
