I don't know if you have the space, but a 555 timer might do the trick. If you run it on the 14v rail, and then set the threshold and trigger pins to ground, you can use your 5v trigger on the reset pin of the 555 timer to get 14v on the output pin with out any other components. Except maybe a filter cap to keep the power input smooth. Then again I'm just a big fan of 555 timers, ha ha. Hope this helps!
