Most likely digikey is seeing high bots traffic coming in from either your general area, your IP range, or from your public IP specifically.
Due to the limit of IPv4 addresses many people have a shared IPv4 address done with carrier-grade NAT (CGN or CGNAT)
If someone else with the same public IP as you has been doing something dodgy online they may have got the IP you are using on a blacklist or greylist. Or maybe your entire subnet.
You can check for NAT by having a look in your router webpage for your public IP address and compare that to what IP you get from
https://whatismyipaddress.com/ If they are different you have been NAT'ed. It's super annoying, can also cause issues with emails if someone is sending spam and gets your IP on a spam list.
Some ISP's will give you a static ip if you ask, or if you pay a little more a month.
Also sometimes you can switch to a business plan and get it automatically, but they usually cost more.
Assuming this is your issue.
Another thing you can try is just using a VPN if you have one.
