CPC do something similar with certain of their lines even if you order in the standard order multiples. It's been a while now and I can't recall exactly what it was, maybe a small crimp terminal, one bag for 50 would have been normal, but each one was in an individual bag, the bag weighed as much if not more than its contents.
Going to the other extreme and a cock up by someone. Can't recall if it was RS or Farnell but many years back I wanted maybe two or three LED's for a repair job but as was usual always ordered more to keep some local stock. I think it was maybe 20 x 5mm LED's and we only carried 3mm at the time, got the number out of the catalogue and added it to the end of multiple line order form we used internally. Unless it was urgent the order was phoned through just once ever two or three weeks. Was away for a few days and during that time the form clearly got to near the last few lines and the order was placed. Got back to find 20 packs, each of which I think contained 100 LED's removed from their packacking and put into bins by a 'helpful' technician.
I called the company rep and was told as the packets had been opened there was no possibility of returns. I checked the catalogue again against our order and the delivery note and I had only ordered 20 not 20 packs of 100.. But we were only ever invoiced for 20 LED's, clearly some mixup in the warehouse or some arse covering. Either way we never needed to buy any more LED's of that size again, ever. I bet there are still a few hundred kicking around now in some ex-employees parts stash.
