Orange discharge would indicate that it's filled with neon gas. What does the label say? 3000 volts sounds HIGH! Is that continuous or only pulsed? I've never heard of a neon lamp that produced ozone, most of the lamps that produce ozone are mercury vapor lamps and they emit mostly UV-B and UV-C and they have a quarz (not glass) tube because quartz passes the UV better. Are you SURE that 3000 volts isn't the ignition voltage and that the operating voltage isn't considerably less?
You might want to go look up UV germicidal lamps.
You can go buy one of those piezo-electric spark generators like those that are used to ignite gas grills and hold the wire next to the glass envelope and fire it and it will usually made a flash inside the tube and you can tell from the color of the flash what kind of gas is it. You can find the spark generators at Home Depot in the US. You don't have to connect to an electrode on the lamp just place the wire lead next to the glass and that is usually enough to generate a small flash.
PS. The old EPROM erasers also used UV lamps in them to erase the contents of the EPROMs.
