Not failure and not that weird. Some bulbs experience this while smoothing capacitor after rectifier is discharging.
EDIT: If you run it without a long cable, it probably will stop doing this.

There is no capacitor dropper, it's not the cheapest shit from China without any real LED driver where this effect is actually impossible.

This was in a kitchen light, It came on at 1/2 brightness as the other light. Told my wife to turn it off so I could replace it. It stayed lit after being turned off. I replace it in the kitchen, and brought the bulb to the shop to see if I could document the failure.

so, is a tear down warranted?  Or should I just toss it?

So if it does not work properly when powered, it's just a faulty bulb. You can tear it down but there is nothing fancy inside. This might be simply one of the LEDs dying.

Huh, what a coincidence, an LED bulb in my bathroom failed the exact same way the other day. Although, wasn't actually half brightness, but flickering very fast. Came on fully for about 2 seconds when switched off.
