Hi

I'm evaluating using some 0.5mm Pin Pitch devices which, according to the datasheet of one of the devices I'm planning to use, would require a footprint with solder max expansion of max 0.05mm (0.002"). Even more due to pad size (0.3mm) there's only 0.2mm of clearence between the pads, so the solder mask between the pads will be very tiny 0.19mm at max

Is there any USA based PCB FAB House that can manufacture a pcb with such solder mask requirements and still be accesible for hobbyist?

you'd have to go with dry resist probably.
most pcb fabs should be able to do that. it's not so extraordinary.

I have just checked few boards I have with 0.5 mm pitch components and they all do have solder mask between the pins.
I got them made at OSH Park (http://oshpark.com/).
