It's the slack governments worldwide that refuse to at least mutually agree to an overdue clean up,
and educate their public with incentives to recycle and or take their knackered products to places that know what to do
who in turn get a fee from government and manufacturer coffers,
which in turn SAVES them money
and less tree huggers and animal righters breaking politicians balls
Unfortunately something simple like that to implement ends up in their 'too hard basket'
and or because international sabre rattling gives them better woodies and payoffs,
coupled with the power trip attitude
"#$%^ the oceans, sewerage happens, not our problem, let the next lot sort it out..." Most of these nepotist assholes belong in asylums, not in positions of decisive power
My vote on at this moment in time, based on the magnitude of the task, and money required that won't happen, is:
