This company is advertising on Youtube (in Belgium). They tried to reïnvent the weel but failed to do so.

They claim that the aircon that consumes only 7.5-12.5W can compete with "real" airconditioning installations with an in- and outdoor unit. Do you smell bullshit too?

Just an evaporative cooler. They were sold everywhere in last summer. Obviously they are not nearly as effective as a real AC and increase humidity which is something you don't really want when it's hot (unless you live in a very dry climate zone). Besides, with humidity increasing, this approach also becomes less and less effective.

One of the NASCAR racers built a rig to keep him cool in the race car.  It was a picnic cooler full of ice and a small pump.  He put some kind of tubed panel, likely from some medical device up his back under the nomex jacket.  I don't know if this got banned, or now everybody uses them.  Such a rig would be trivial to build.
