Nah, its a joke. If you look at the schematics, its just a bunch of amplifiers. Even the text is poking fun at it. This particular circuit is well known among guitar players as the "boss metalzone" distortion effect . I mean, sure, go try to generate a milimiterwave carrier with an RC oscillator connected to a TL072

It's not your grandpa's TL072, it's a bare die nano-TL072 that they integrate on a hybrid with thin film resistors and MEMS electrolytic capacitors that's still small enough to pass through a needle. State of the art technology.
