That doesn't capture the mouse cursor. At least not on Windows 7. Just tried it to make sure.

In Windows 7 you can do that with the "Steps Recorder" -> type "psr" or "Steps Recorder" in the Start menu search bar.
Late to the party here. A legal app that should capture the cursor is Faststone Capture 5.3 (last free version).
As if that car wasn't funny enough ... putting Jeremy Clarkson in it was hilarious!
