What laser to buy

Can you recommend a cheap laser machine for cutting rubber? I would like to make a rubber stamps.

You have to use special laser cuttable rubber too. It can still smoke and be nasty though. Water cutting is superior for rubber (or other materials that would be burned by a laser). You can make a water cutter out of a standard XY plane and a pressure washer (since it's only rubber, with a fine nozzle it will be enough pressure). You may not even need abrasive if the rubber is soft enough.

Honestly, unless you have a serious need to make a massive number of stamps, I would stick to tracing and hand cutting. Heck, maybe even a very fine CNC router would be what you need if you want something (in theory) cheap.

If you want to get fancy, perhaps you could go for an additive construction method. Flexible 3D printing filaments (no experience, just an idea) might be a cheap solution if you can find a good 3D printer that can use it. 
I forget who I am sometimes, but then I remember that it's probably not worth remembering.
