Can't order parts online from Keysight

I have struggled with the Keysight online parts ordering website for more than 3 weeks.

I am ordering 3 Rotary Encoders.  I have a logon and I have registered.  When I go to checkout I get the following popup.  I click on "checkout" and nothing happens.
Can anyone tell me what is going on?  TIA.

Have you tried a different browser ? Or from your cell phone.

Thanks for replying.

I tried FF and IE.  IE seems to go further.
I will try on my iPad.

Update: Same result on the iPad - No response when selecting checkout.
