A post on Reddit shows a typical case:

Seems that the current through the EMI suppression cap between primary and secondary of the SMPSU charger is sufficient to damage the case anodization when the user closes the loop to earth/ground.

Since third party chargers with different (not illegal) grounding arrangements will be used by customers, it seems like Samsung dropped the ball on this with inadequate testing.  It's also possible to charge a phone from a laptop which might not be grounded, e.g. many Ultrabooks do not have grounded power supplies as their bricks are 30-40W max and it is cheaper/easier to pass EMC standards with a doubly insulated supply.

That's classy, Samsung!

It sounds as if the as if the pores in the oxide coating haven't been sealed (normally done by immersing in boiling water for anodized Aluminium). I wonder if finger moisture and acids are forming a pseudo electrolytic capacitor with the surface. Odd that it would occur with AC leakage though, worst case (some sort of rectification taking place), the Y cap would charge up to peak mains and prevent further current flow(?)

I don't know if this makes sense:
"When you are holding a phone that is being charged with a high-speed third-party charger that is not properly grounded, the leakage current can affect the anodisation (the process that gives a metal surface a decorative, durable, corrosion-resistant finish), which may slightly delaminate the paint."

The paint is on top of the anodizing, it should be protecting it. I would expect it to be non-conductive.
Someone in the comments said it happened in 10 days... seems far too short.
