It does indeed seem stupid to trash something like this instead of taking it apart in a less destructive way. I won't pretend to be an expert myself, but some of his cluelessness of basic parts like transformers made me cringe haha. "power amplifier or something" 
. I mean, he's kinda in the ball park I suppose...
That said, it seems to be going far to report him to EPA and stuff. We can make fun of someone, but let's not actually ruin their lives by being a tattle tail over silliness, either.
His life was ruined the minute he was born, same goes for the kid. That's what becomes of inbreeding. As for reporting him to EPA, I think it's the proper thing to do. It is not his environment to do as he wishes with.
If we want to actually do something about the environment it's probably best to go after the big fish, like cities that dump raw sewage in the ocean, or companies that dump waste, or heavy metals etc... Unfortunately government agencies turn a blind eye to that stuff...
The tiny bit of lead and phosphor he unleashed is too tiny to worry about compared to the crap corporations do. Though, it's still stupid what he did and a hate mail probably does not hurt to try to get him to smarten up, but I think reporting him is going way too far and falls on the babyish side.
Though if he keeps doing crap like that it will accumulate after a while... some of it possibly in his brain.
