Yes it works, for pure text messages. I've used it even recently. When it shows what you showed here, it's precisely when the sellers send you coupons or otherwise promotional ads.

The Aliexpress app does not require location permissions. It only asks for Camera permissions if you want to leave photos for reviews.

But yes they can locate based on your IP, and do some level of tracking there, regardless of app or PC.

Does the Aliexpress Message function actually work for anyone? For years it does this crap "please download the app"

Works if you just want to message the seller to ask something. But otherwise no, use the app where it works.
Profile -> Modify profile -> Look and Layout ->  Don't show users' signatures

Are these coupons worth much, or do you have to spend much more money to even benefit a little from them?

I used to receive emails with promotions more or less targeted at my normal buying and search habit, but seldom let me to buy based on these promotions. Searching for the lowest price often saved a little bit extra when I really wanted something. For some reason the emails just stopped coming.  :-//

Well, since I don't see most of them, I don't know. But back when it was still working in a browser, I remember most of these promotions were not interesting.
But, (very) occasionally, sellers have a big promotion on some item you bought before, and you might be interested. But, quite often in this case, it seems the promotions only last a few hours, so you're likely to miss them anyway.

Seller promotions are nothing special, $1 off 10, $2 off 20 if you are lucky. Lots of useless $10 off 500+.
The good promos are on the ali main site or app, where you'll see the: 4 off 29, 8 off 59, 12 off 89, etc. generic coupons that are released every month or few weeks:
