Russians are actually trying to make one, it isn't for travelling to Mars though.

If you're interested in space propulsion systems, check out the Technical Projects section of the British Interplanetary Society (est 1933). Noteworthy was their Project Daedalus, a 1970s vision of an interstellar mission accelerated to sub-light speed, by a chain of small nuclear detonations. Yes, bombs in space...
