MIL-SPEC and CGM 4

I am looking at mil-spec requirements and one section identifies:

Illustrations shall be in Computer Graphics Metafile (CGM) 4, CGM4, standard. All CGM files shall be fully functional.

I thought this was a file format (file extension *.cgm), but I read it more like a standards definition. What is this and how would one comply (tools)?

Some confusion results because MIL-STD-40051-2 and MIL-HDBK-1222 are also identified, wherein it is specified:

Graphic formats. Vector graphics are preferred for technical manuals. Graphics should be resizable for IETMs. Formats such as CGM, PNG, TIFF, GIF, or JPEG may be used.

I primarily have Adobe Illustrator and PhotoShop file formats and their output types (cgm not included).

  What does your contract require? We once had a contract that required "DW2" format (IBM Display Writer on large dedicated word processor) but DW2 was nearly obsolete so we suggested to the customer that we use DW3 on a PC and we pointed out that DW3 was backwards compatible with DW2 and they were happy with that. Ultimately it saved both us and the customer a S* pot full of money.

   I've never actually seen a Mil-Specs that required a specific software program. All of the ones that I dealt with specified the data structure that the generated data be stored in so that they could pull reports from it but they always left the choice of software up the the user.

Adobe illustrator can 'save as' CGM, the format is old.

Here is a quick google search page that I found that lists all the apps that can save as CGM.
