A wider-angle shot around the IC would help us understand what kind of circuitry is surrounding it.

What is it in and do you have any idea of its function?  I don't recognize it, but from the way it is connected, it may be an inductor or sensor of some kind, not a typical IC.
A 3.5 digit 4.5 digit 5 digit 5.5 digit 6.5 digit 7.5 digit DMM is good enough for most people.

here is another angle.
its purpose is unknown to me as well. i have one that is smoked in another unit.
the unit its from is an item attached to a film camera. its prosperity and it would be useless to really attempt to go into to here.
it from the mid 90's and there is no schematic.
i know this will be a tough nut to crack. but looking at how so many pins are tied together
im thinking mosfet? some kind of switch ?

My first glance guess would be a mosfet, or similar. Figuring out where those triple-traces end up may answer what it is for.

in the second photo those 3 tied together end up right in between the 2 resistors just below it.

If the trace ended at the via, there wouldn't be much point, would there?

in other words that Via is Connected in between the two resistors.

Searching for "lcbn smd" quickly told me it's an LT3080.

Ah, while typing, I see amyk came to the same conclusion.

It's NEVER "useless" to provide information to the people from whom you are asking for help. And you should darned well make an effort to write clearly and without errors.

It took me, like, 3 minutes. So no, not that tough to crack. Practice googling for partial part numbers/markings, and with the right additional keywords (like "smd") to put Google on the right track.

How do you repair electronics if you don't even understand what a via does?
