No output from FPGA lcmxo2-256hc-4sg32c. Getting Hot

Can FPGA configuration be cloned from working board and transferred over to replacement. What the easiest way top get a replacement in? Tool to do the job.. Circuit pics attached. DAC

Very unlikely to be possible if the FPGA gets 'hot' as you will not be able to interface with a fried device over JTAG.  If you have the original bitstream or another working board it may be possible.

I have a working board.
Any recommendations for the best "affordable" tool to copy configuration over to the replacement?
