Gee.  All the complexity of a submarine and a quad copter in one compact package. 

Actually a pretty neat accomplishment, but not obvious what application makes this beneficial.

Yes, the obvious benefit is a grant.

Drones are trendy, so that must be good investment.

It would be interesting to see how it transitions from water and back to air when there is any kind of wave action.

Pretty cool.  My first drone was also able to go underwater but it wasn't so good at getting back out, or swimming, after that.
