Yes, cocoa is a drug, but there's hardly any of the psychoactive substances in most chocolate confectionery items. To get serious amounts of it, you need really dark, bitter chocolate with >75% cocoa content...
Nonsense, I frequently eat entire 100g bars of 85 to 90% chocolate. Very frequently.

...

Oh.

 :-\
Get the 100g 90% cocoa bars.  (Lindt's Chocolate (NOT 85% or lower, these have a disgusting oil flavor present))
Empty half of the bar (50g) in a coffee mug with organic 3.25% milk.
Microwave and stir until it becomes complete thick liquid.  (go for around 30-20 seconds at a time and stir in-between)
(usually at the point where the milk begins to boil, just before it over flows the coffee mug and spills into your microwave oven)
Add a bit of 'High Contrast' Stevia until the sourness of the cocoa disappears, or, until it's sweet (if you like it like that)

Now drink.  This combination will be sugar free and give you such a huge cocoa rush, it will make the caffeine in the strongest coffee seem like child's play.  It's also an excellent exercise workout boost drink for around 10 minutes before beginning a grueling workout as the dense cocoa numbs  muscle aching.

It really does work as I use it to boost my continuous uphill cycling workouts.
