PCB for pick and place

Hello everyone,

I have a specific need for a PCB part to compensate height differences.
I attached a picture to illustrate my problem (100% Paint skillz)

As can seen in the attached picture I must compensate around 2-3mm. The foil(red) will be attached to the PCB via a conductive adhesive which has low bonding strengh so the bending is sometimes putting to much strain on the connection and will break, to prevent the breaking the PCB will be potted but the time between applying the adhesive and the potting is where there can be problems.
As I couldn't really find a standard component that I can use for a way to compensate the difference in height I'd like to make a simple PCB to be solderend on top to be used as a spacer.
The PCB must not really be a complete match with the height difference but shall lessen the burden until potting.
producing a PCB to do this is not really the issue but I have yet to find a company that would put this PCB's into a reel for pick and place process.

If anyone knows a company that does this or has done that, would be appreciated, I had no luck so far in my search so far.
PS if anyone knows a better way to accomplish the same it would really be kind to share this knowledge
