Supplier packaging of components

Hi all,

I recently had a package of small qty components come in to Thailand from Arrow with truly hideous local tax and delivery charges. The two of each component which I had ordered was complete however one IC was packaged in a (90% empty) tube (12-14" long) necessitating a very large cardboard box. If they had all been in per-part packaging, the total package would have been around a postal envelope in size. The crazy charges were due to the package volume, not total $ value, as detailed by the local courier, so for $60 of components, the total bill was close to $140 delivered.

Is there any way to formally request minimal component packaging that you know of?
