Anti-static brush for electronics

Is this brush really antistatic: https://hobbyking.com/en_us/static-control-crank-handle-brush-small.html ?

I don't want to damage my $400 video card and other electronic parts.

For that cost, I doubt it.

However, an antistatic brush does not generate static electricity (tipically a natural goat brush is ok), while that seems a fake of a dissipative brush, that AFAIK rely on the operator's grounding.

Depending on what you need to do (brushing and cleaning with IPA or simply dust removing), you should choose the proper model.
