Potassium Nitrate, powdered charcoal and sulphur (or is it sulfur, I forget) I think those are the only things required to make a basic gunpowder.

Those 3 things could easily be found in a residence. Potassium Nitrate is in many fertilizers, powdered charcoal would be from a barbecue grill, and sulfur for a period of time was used as a fungicide and antibiotic to treat wounds.
The larger the government, the smaller the citizen.

Indeed - in fact I believe fertilizer was the favoured source of an oxidant by the IRA for many years.

In a modern UK household sulphur would be quite rare

You can substitute castor sugar for the charcoal as well. Sulphur was used for many years on farms as a fungicide on fruit and plants.
