I would guess a tool for reading/writing the EEPROMs on memory modules.

Not sure exactly what SPD stands for but it is seems to be what timing and other information held in EEPROM is called.

SPD is Serial Presence Detect, ok that does make sense now.  The RAM serial number and timing / clock is stored in that.

Ok so looks like this is for people who want to rebrand and/or take cheap memory and increase the specs on it. Hmm...

I adjusted the image, did an OCR on it with Google docs, and passed it to Google translate.... the results are probably not that useful :-)
