Forum consensus would be the DER DE-5000 is your best bet.  search the forum for that or the DE-5000 It is the same meter just costs more.

if you're looking for a cheap but still usable LCR meter then i would suggest the CEM DT9935 - it's dirty cheap considering what it can do.
i have one and i'm happy with it. it has 100Hz,120Hz,1kHz,10KHz,100kHz measurement ant it's autoranging including auto selection of L-C-R and series/paralel measurement. also measures ESR and Q (and some other stuff).
i bought mine in a brick-and-mortar shop for approx 70euro.

US based companies are selling those for approx 200$... but here in europe it's cheaper.

here is a link to a shop where i bought mine (it's in slovak, but the numbers are the same :D ) - they're still selling it for 79Eur (ok it was almost 80 not 70 :D )
http://www.gme.sk/multifunkcni-rlc-metr-cem-dt-9935-yellow-blue-p722-483

so i bet you'll find those cheaper than 200$ in Germany as well.

As far as I'm aware it's the same chipset on both the DER EE DE-5000 and the CEM DT-9935.
You may want to check the differences before buying.

The DER EE-5000 is 80-90 USD. You can also get a nice boxed version for more, if you're into that.

I love my little Peak Atlas LCR45...
http://www.peakelec.co.uk/acatalog/lcr45.html

I actually bought an LCR40 and when the 45 came out, I got drooling again. I wrote to them asking for an upgrade program...
They told me they didn't have one officially, but they told me to send my LCR40 unit in for calibration (17£+shipping) and they'd replace the circuitry with the LCR45 board. They also changed the faceplate. So I must be one of the few ones with a yellow case LCR45...

I cannot guarantee the trick will work for you.

The '45 has one order of magnitude more precision (new A/D converter) than the '40, and has full manual mode, and can do on-the-fly measurement. It also computes more useful numbers for handy displaying.

I found , ordered and received a lcr meter . It s the Peak atlas ESR+ model ESR70 and the price was roundabout 120 € . It is not so accurate like an expensive lcr meter ( only 4% at capacity and 1,5% at esr ) but it has a discharging function and input protection what the cheaper LCR meter ( Uni-T 612 ) cannot offer . For finding bad caps it is good enough and you can order lots of spareparts and options for this unit at PEAK
