And would Customs Duty (20% VAT, I assume?) be due if you shipped one of these to the UK?

I had one shipped to UK. Post office billed me for the tax and I had to pay it before they would release the meter. Worth it though, its still a great saving.

Could someone please open their LCR meter and have a look at the solder quality?

Does your meter have the serial numbers removed?

No external serial # on mine but it is easy to see with an IR interface. It wasn't found on Keysight's warranty lookup page. I assume these are meters that were removed from the database as they were destined for the crusher or other unofficial channels due to age/branding.

Yes, duty/VAT is payable on anything over £18 (or £36 if it's a gift - figures are a few years old, so check). If it comes via Royal Mail they will charge you a handling fee - approx £8. Sometimes, if you're lucky, they don't notice and it will come through without attracting duty/VAT. Note that the duty is payable on the total price of the goods, i.e. including postage and insurance.

They shouldn't be; this stuff was decommissioned because of the name change from Agilent to Keysight thus there's no warranty and it can't be "retailed." Otherwise it's new stuff never before in a user's hands, except for mine; to hopefully eliminate returns I check all of the equipment in each of its ranges versus readings from my own bench gear. Takes time, but I'd rather not have anyone have a problem, including myself.

The lead-free RoHS soldering does look pretty sorry versus good-old-fashioned leaded. I have a U1602B scopemeter that was purchased from a major distributor/retailer and the soldering looks similar. It works perfectly but I do wonder about long term with this lead-free crap. I've been seeing similar in a lot of 2-way gear, but so far it's all still working. IMHO, RoHS is a big scam, and now most electronics goes to recycling anyway.

Give the meters a good workout and double-check that electronically/functionally they're good. So far there's only been one issue with a cracked SMT inductor in the U1242B.

PS- I have more, but I need time to do the testing, which hopefully will be tomorrow. I'll PM everyone when they're ready.

I don't think you should blame it on RoHS, this board would have failed the visual QA check. The paste was old or the process was disturbed etc.
No worries, you said you tested them all and the meter works.
 
The serial is needed to unlock the cal (if ever needed) and I was curious to see if there is a cal report in the infoline database but my meter is not listed.

Update: Including a price would have been a good idea... |O  These are $25 plus whatever actual postage ends up being. (Out of package they can ship First Class Parcel in a bubble envelope for very little postage.)

I received the U1173A last Friday safely and enjoying able to measure the capacitance and ESR of the capacitor.
