If you register a US shipping address and make that your default ship-to address you should then be able to contact him(and buy from him).

I once bought an umbrella from England where the seller said no overseas sales.  I contacted him via Ask Question and made him an offer he could not refuse and he took down the sale and put it up as a Buy It Now and I got it.  It took me 40 years to find it.  He packed it well and we both were happy.

I am surprised you cannot even ask a question through ebay.

Since this seller has a Make Offer, I think you should state your offer here and maybe someone will contact the seller with your offer (be sure to include shipping).  My guess it will cost too much.

Where in the country are you?
I deal with an Oakville, ON company that let me use their address in Buffalo, NY.  They bring it over the border, clear customs etc.
You go p/u and pay them $10 for the service.

thks  transcat it goes, they had it in stock    fluke canada is almost fully closed by fluke usa, they have keep few personnel and a french person to answer calls ....   erk

I did manage in the end to buy from the Usa only Ebay seller, with an lower submitted accepted offer, Transcat had minimum 2-3 weeks delay , to contact him i had to put an Usa primary address in Ebay, i did not knew that ??

I have suscribed to the  crossborderpickup  website, and gave this new address in the primary ebay settings, they gave me an address in Maryland New York, they will send me an arrival email, just have to pay around 10$ usd, to get it here ...  hope it works.
