Too cheap? For a moment I thought you were suggesting it was too expensive!

I don't see that it's too cheap. The parts certainly don't add up to the price on the listing...and even then it leaves room for profit.

I'm sure it works to some degree, or else they couldn't really sell it. It looke like a pretty simple circuit, low parts count, no reason for it not to work, or be too cheap.

Generic microcontoller with A-D converter, set of as a voltmeter.  No particular reason for it to be expensive...
Though I doubt that it really achieves 0.02% accuracy, since I've never seen a micro with that accurate of an internal reference, and I don't see a big fancy external reference.  It's more likely that that means it has a 12bit A-D converter, and 1/4096 is about 0.02%, if you round...

I've bought several of those. The assembly's quality is highly variable. Works for my projects, but I would not want to use them in a product.
They are decent after resoldering and calibration.
