For USA and Canadian there's a small fee added on some purchases, even if you shell 200$ usd  you wont cover the shipping to you and the small fees encountered by the buyer.

I could buy you the meter form the thread (bunch of Keysight U1252B ...)   here who link to an Ebay seller,   but you wrote he wouldn't not ship to your country ...

Ex :  if the seller accept the 200$ offer, but for the shipping to me and you after, you're short ... even if i charge nothing, and you wont be assured of the firmware version
