They shouldn't be; this stuff was decommissioned because of the name change from Agilent to Keysight thus there's no warranty and it can't be "retailed." Otherwise it's new stuff never before in a user's hands, except for mine; to hopefully eliminate returns I check all of the equipment in each of its ranges versus readings from my own bench gear. Takes time, but I'd rather not have anyone have a problem, including myself.
The lead-free RoHS soldering does look pretty sorry versus good-old-fashioned leaded. I have a U1602B scopemeter that was purchased from a major distributor/retailer and the soldering looks similar. It works perfectly but I do wonder about long term with this lead-free crap. I've been seeing similar in a lot of 2-way gear, but so far it's all still working. IMHO, RoHS is a big scam, and now most electronics goes to recycling anyway.
Give the meters a good workout and double-check that electronically/functionally they're good. So far there's only been one issue with a cracked SMT inductor in the U1242B.
