I recommend you check the specs on that fuse holder. It looks like the style that is not rated for mains voltage. You can potentially touch the live contact while removing the fuse.

Yes if you are not careful you could touch it but these are mainly used for mains on quite a lot of equipment. Best is to unplug the mains before checking or replacing the fuse.
