Here is a rather old (1994) CEIBO/Philips DS-750 development board. It has a serial port, a ribbon cable, 2x 87C752 and 1x 87C750 chips.

The book says that it needs PC-DOS 5.0 or better.

The parts have windows, so you can erase them and try again :)

Oh, the "whys" of the datasheets... The information is there not to be an axiomatic truth, but instead each speck of data must be slowly inhaled while carefully performing a deep search inside oneself to find the true metaphysical sense...
