Also it seems it is not the first time this seller have 34465A brand new at such a price... so worth to watch him in evilbay.

PS: If only I would not have a family to feed with my salary, I would already pulled the trigger myself.

I imagine the seller now needed the money...
My offers were 900 and 1000 and they were not accepted two days ago.  I just tried...  didn't really need one... plan was to sell other stuff or to flip it... still think as a daily horse my 34411a is the best.
That said I know some 34465A units brand new from Keysight have some drifts/problems (interesting discussion here for example) so it was not a 100% risk free purchase.

Testing 100% such a 6.5 beast is not trivial. 

I wish your friend all the best and a lot of joy with his new 34465A black puppy, hopefully it was a good deal as other buyers stated in ebay!
