When that previous video came out, I was reminded of a similar video I saw where someone fixed an old Commodore computer.  He had a similar problem, with the reset being held active, but I'm pretty sure he found a different root cause.  Bad chip or bad socket, IIRC.  But I haven't been able to find that video again.
