It will be nearly impossible to troubleshoot a circuit unless you know how it works. You will need prior knowledge of similar circuits, or a schematic, or a repair and troubleshooting guide (or all of these).
In general, you start with the power supply and make sure the right voltages are present in the right places. After that, you follow the signals from input to output and see where things start to look wrong.
