What's missing from this USB connection?

I have this simple usb connection, on this DC-DC converter output. The problem is that my cell phone does not indicate charging. I suspect that the cell phone needs the data lines (d+ and d-) to recognize the charger. If so, what exactly do I need to report on these lines of data?

Hi

Looking at some charger schemes, I noticed that they use two resistive dividers, configured for 2.7v (D-) and 2v (D+).

Resolved.

The simplest variant is connecting D+ and D- together. Different phones detect allowed current differently, so not necessarily it will charge at the highest current possible.

There are several schemes, but the USB standard for a charger is D+ and D- shorted together
