Voltage reference max6070

I have the voltage reference max6070 the 3.3V variant used in my new power supply schematic. It is hooked to Vref from the microcontroller stm32f767. The schematic implemented is the one recommended by datasheet. But the output voltage is 4.6V, if the input is 5V. This is the first time when I use an voltage reference.
Here is the link to my schematic:
https://github.com/bogdan-tirzioru/Powersupply/blob/master/factory/sampleB/Job2.PDF
I have also tried a new chip soldered on an empty board, without any load, but I have the same voltage on the output of reference 4.6V.
The layout can be found on the location:
https://github.com/bogdan-tirzioru/Powersupply/tree/master/factory/sampleB/Gerber
Any idea what could be the problem? Does anyone used this chip ?

Just for kicks did you connect a load resistor testing it alone? Also, is this part from reputable dealer or random Chinese seller?

Initial did not connected any load, but after you tell me about it, I did connected 22k resistor and make it worse , now I have a short between In and Out.
