There's no such thing. The energy has to come from somewhere, at some cost.
What tariff do you pay for the energy we receive from the Sun in the form of light and heat?
And what about wind energy? Do you pay for that as well?

To answer that sensibly, no you don't pay for harvested energy, however you do have to pay for the rather expensive means to do so, not to mention storage devices...
These things are not one time costs either unfortunately, as they also wear out and need replacing.
