Totalizer / Hi Speed counter ??

Hi,
For the purpose of study, I am building a QEI jig with an STM32F103 uC. I have a small motor with a built in hall effect encoder,which I tested with a scope.It gives a quadrature output at about 600 uS for one cycle (rising edge to rising edge).
Is there any low cost piece of equipment which can be used to compare my uC result with ? Basically,I would like to see the total accumulated counts.
I was quite surprised to find nothing on Aliexpress.
