What is a ls-8043p electrostatic discharge board

I think it fell out of a notebook I took apart last week.  It is a small tiny little pcb 1/4" x 1/2".  I don't see how it connects to something, but maybe it was just wedged or pressed between something...

It's a pcb with 2 high-voltage back to back zener's that discharges static electricity between two pieces of equipment without creating a ground loop.
