Let's say I have a design that controls some active low output signal using an open drain output and I want to provide an option for a user to force this signal to low. Can I simply add a jumper between my output and ground? The pull-up resistor is a part of my circuit, so I know that the current through the jumper will be small. Thanks.

Yes. That's what open-drain outputs are for.
