Could any one help me with explaining the attached schematic circuit diagram of the Lytec LP542 Power supply Board.

It counts on induction more than many.

Is this a power supply from an oscilloscope perhaps?
It appeared before in two repair threads,

As others have noticed, it looks like the schematic is not complete, more precisely there is no path for the rectified voltage to the rest of the circuit.
Perhaps the photos in the first thread can help.
