if it is manual stripping and you are sure that it is exactly AWG28 this would be a good wire stripper but even these will from time to time nick the inner wire:

Thermal decomposition of fluoropolymers produces some rather nasty chemicals, including hydrofluoric acid.

I often use #28 to #30 AWG wire (strain gages soldering) and mechanical strippers have never done the best job as a heat stripper (for PTFE insulating), but using an aspiration hood (don't know the right term in english!). I heat the strips below 300°C (melting point about 327°c) and only make a gentle mark on the vire.
Some studies (look at wikipedia) said that PTFE starts to decompose near 200°C, so don't breathe the smoke!
If someone have a good trick...

These look like the ducks guts for what  you are after.  Yeah a little more than what you want to pay but probably your best bet.

Edit: Same tool lower price. picture says Clauss on the handle so it should be same stripper
