I can reccomend one from GME instruments. I use it almost daily for few months now and it has paid itself many times allready. It is easy and intuitive to use, it can test in circuit, it has a nice LED scale with common capitances so you know is cap bad or good immeadately. Also it can test charged capacitors because it discharges the capacitor first, atleast its manufacturers claim but im not willling to test how good it works on larger capacitors, the design is easy on the battery and can use rechargable or wallwart (which you dont get, but its quite common voltage). However if you insist on a kit i cant suggest you anything since i dont have experience with it and you can not build something so compact with nice case and all except you are willing to spend more money than in ready made instrument.
