ESD mat cable clip connects top and bottom layer

Hi,

i wonder why the mount of my ESD mat cable connects the top and bottom layer of the mat. The clip is made of metal.

In this video you can see the cable i have got and how it is mounted:




I thought the grounding cable should be connected to the bottom layer only. The mat itself has some conduction between the top and bottom layer.

What do you think?

The bottom layer is the resistive one (ie. the one that spreads ground potential over the whole area of the mat). The top layer is static dissipative (resistance too high to measure by normal methods). Having the eyelet riveted through both is just a matter of practicality, it makes no difference that it contacts the top layer too.
