And if you want the cat to go woof add a spark generator  to the aerosol spray.

There's probably some projects which do human detection at the same time to prevent the mailman getting wet clothes.

Cats are clever and ignorant. Hard to ban them...
We formerly used chicken wire placed on the ground, that helped, our cat and neighbours cats found other spots than our flowers and bushes.
Certainly water helps, too. But the cats will return once the sprayer ist off...
